Earthquake

It seems that whenever a natural disaster occurs the people come together to help each other. After the earthquake normal citizens as well as cops helped business owners by guarding the shops from looters. Thats the other thing that is common, looters. In Katrina, people helped each other out by providing shelter. The difference between Katrina and the San Fran earthquake was the reaction time for outside influence. Almost immediately after Katrina there were groups and organizations to help Katrina survivors. However, after the earthquake the response time wasn't so quick. This was probably due to the technology difference. Back then communication wasn't as easy as it was during Katrina, making the government's response slow.
